I.  First group «Rescue tugs»

Multipurpose salvage vessels «BALTIKA» with capacity of 7 MW

PURPOSE, FUNCTIONS AND OPERATING PRINCIPLES OF THE VESSEL.

Multipurpose salvage vessel with a total capacity of 7.5 MW at the shafts is a combination of the icebreaker and the vessel for oil spill combating.

Performance of icebreaking operations in port waters, as well as in non-freezing arctic seas. Providing icebreaker assistance for vessels in level ice with thickness up to 60 cm, with the creation of free navigation channel of a width not less than 50 m in the mode of movement at an angle to the center plane.

Emergency towage of vessels and objects to the place of refuge, as well as marine towage of vessels, floating objects and structures in ice and clean water.

Oil Spill Response (OSR), extinguishing burning oil on water surface, including with a flashpoint above 60° C.

Extinguishing external fires in accordance with the symbol of firefighting vessel and environmental monitoring ECO.

Patrolling, rescue duty in the areas of shipping, fisheries, offshore oil and gas fields.

Providing technical support and assistance in areas dangerous for navigation and seafood production, servicing of terminal transport operations.

Search and assistance to vessels in distress.

Search, rescue, evacuation and accommodation of people, providing them with first aid.

Refloating of damaged vessels, pumping out flooded compartments of these vessels.

Assistance to vessels and rescue operations in ice and open water.

Supply of ships, marine facilities, drilling rigs and oil platforms offshore.

Ensuring takeoff and landing helicopter operations.

Deadweight at maximum draft of 7.0 m should be about 1900 tons with open hatches onboard in oil collecting operational mode.

Cruising range.

The amount of fuel and lubricating oil by designed waterline provides a cruising range of 4500 nautical miles in the operation of the power plant in economy mode. (Range 4500 nautical miles corresponds to approx. 16 days of autonomy in economic ground speed of 12 knots at an estimated draft.)

Fresh water reserves and other life-support systems must be suitable up to 60 days of continuous operation for 24 people on board and 13 days of continuous operation for 36 people on board.

The vessel will be equipped with an open cargo deck with a minimum free area of 380 m2 and is designed for a deck load of 5 tons / m2. There is space in stern of the vessel for storing clean equipment for collecting oil. If necessary, other equipment may be carried on an open deck at the stern. On the open cargo deck space is reserved for underwater remotely operated vehicle with the necessary equipment.

CHARACTERISTICS.

Test speed at full power of rowing electric engines of 7.5 MW on deep calm water (depth of water of not less than 50 m, wind force not exceeding 4 m / s and the wave height H3% less than 0.75 m) is not less than 14 knots. This speed is the average speed of runs in opposite directions. Economic vessel speed is about 12 knots.

MANOEUVRABILITY.

The vessel is capable of moving at a low speed sideways (board), and in any direction, the most important of which – in an oblique mode stern, for laying of a wide channel for large vessels in ice conditions, in oblique mode nose to collect oil in the clear water.

Movement in ice conditions.

In ice conditions the vessel can travel at a speed of about 6 knots in level ice thickness of 60 cm on both forward and rear course, and a speed of about 3 knots in level ice thickness of 1.0 m, respectively, forward and astern, with the draft at the design waterline. Constant speed in oblique mode in level ice thickness of 60 cm is at least 2 knots when creating a channel of 50 m wide.

Steering control efficiency — due to the location of engines and the shape of the hull, in any situation and in any direction. In addition, the ability to pass the ice hummocks and work in any direction, as well as to turn around within the fields of hummocks will be excellent.

The pulling force on the hook at full power of rowing electric engines of 7.5 MW is about 75 tons at the motion mode at an angle to the center plane and about 70 tons at the forward and astern motion modes.

The vessel is designed and built under the initial survey of the Russian Maritime Register of Shipping (RMRS) and get the following characters, additional signs and verbal characteristics:

Salvage vessel with unlimited sailing area, reinforced Ice Class, raked stem and cruiser aft end, with an extended two-tier superstructure forecastle deck, roof and helipad on the forebody, engine room in the middle part, electro-diesel power plant, with two full rudder propellers.

Special autonomous system for external onwater fire extinguishing in accordance with the class of the vessel (FF 3WS) with a total capacity of 3х1000 m³ / hour or foam capacity of 3х300 m³ / hour.

 

It is planned to build a series of 4 units by 2015. In October 2012, the lead vessel «Spasatel Karev» was accepted into service with assigning to the FSUE «Baltic BASU» (Port of Saint-Petersburg). In May and in October 2013 it is planned to accept into service the second vessel «Spasatel Kavdeykin» with assigning to the Northern Branch (port of Murmansk) and the third vessel «Spasatel Zaborschikov» with assigning to the Primorsky Branch (port of Vladivostok). In 2013, at the shipyard of joint stock company «Nevsky Shipbuilding and Ship Repair Plant” (port of Shlisselburg) began the construction of the fourth vessel in the series with commissioning and assigning in 2015 to the Azov-Black Sea Branch (port of Novorossiysk). 

Third group «Diving vessels»

1. Sea diving vessels project SDSО8

In 2012 was completed the construction at the shipyards of joint stock company «Yaroslavsky Shipbuilding Plant» of a series of sea diving vessels project SDS08, in a quantity of 4 units, № 201-204.

Register of Shipping class: KM µ Ice 2 [1] R2 AUT3-C OMBO SDS ≥ 60.

Vessel with limited sailing area R2, ice class Ice2, with raked stem and transom aft end, an extended superstructure forecastle deck, roof on the forebody and engine room at the stern, with a diesel power plant, twin shaft with controllable-pitch propellers, with bow maneuvering device.

Vessels were accepted into service of the emergency rescue formation of SMPCSA with assigning to the ports of registry:

2. Raid Diving Boats project А-160

In 2012 was completed the construction at the shipyards of joint stock company «Plant of Nizhny Novgorod motor ship» of a series of offshore diving boats Project A-160, in quantity of 10 units, № 801-810.

Register of Shipping class: KM µ Ice 2 R3-RSN AUT2 SDS≤60 Diving boat.

Single-deck boat with a mid-single-tier deckhouse, partly displaced to the stern engine room, two-shaft diesel power plant. Navigation area – mixed (river-sea) with distance from shelter up to 50 miles.

In 2011 was completed the construction at the shipyards of LLC « Nobel Shipyard» of a series of  salvage and boom boats project А40-2Б, in quantity of 6 units, № 01001-01006.

Register of Shipping class: КМ µ Ice 2 R3-RSN AUT3 oil recovery ship (>60°).

Single-deck boat with deckhouse in the nose, engine room in the middle part, two shaft. Navigation area – mixed (river-sea) with distance from shelter up to 50 miles.

Vessels were accepted into service of the emergency rescue formation of SMPCSA with assigning to the ports of registry:

Dumb floating pier “PRP-4” project SB02, construction number 1301 is build by ZNT Yard (city of Bor) in 2015 (receiving Act approved on September 27, 2015).  At present, the port a permanent basing – the port of Novorossiysk.

Purpuse of the pontoon, is designed for:

–  parking and maintenance in a protected water area of vessels of any purpose with a displacement of 5000 tons and a draft of up to 6 meters;

– ensuring them with electricity, water, fuel and other supplies;

– carrying out repair and maintenance work on the ship mechanisms, systems, devices.
