МОРСКАЯ СПАСАТЕЛЬНАЯ СЛУЖБА 

Taking into account the tasks for  salvage and rescue readiness in the search and rescue area of the Russian Federation, the required amount of the salvage and rescue vessels at the marine basin is defined as 194 units of emergency-salvage vessels.

In fact, as at 1 February 2013, emergency-salvage fleet in its composition has 97 emergency-salvage vessels, including:

 – 76 units of the operating vessels built in the period up to 1990;

 – 21 units of newly built fleet in the framework of the Federal Target Program “The Development of Transport System of Russia (2010-2015)”. It is planned to build 41 salvage and rescue vessels up to 2020.

In accordance with the Order of the FBI “Marine Rescue Service of Rosmorrechflot” (MRS) № 05/08 dated 07.04.2009, salvage-rescue fleet is defined by purpose, composed of five main groups:

– First – rescue-tugs;

– Second – supply vessels;

– Third – diving vessels (boats);

– Fourth – rescue vessels and boats;

– Fifth – support vessels.

The average life of the existing fleet:

– Rescue Tugs – 28 – 36 years;

– Support vessels – 30 – 32 years;

– Sea diving vessels (boats) – 37- 42 years;

– Rescue boats – 18 – 20 years;

– Support vessels – 22 – 25 years.

Taking into account the aging and decommissioning of vessels, it is required further construction and development of the modern salvage and rescue fleet of the MRS, especially with the priority the construction of rescue tugs, support ships, multipurpose rescue vessels with unlimited navigation area.
